Coop. Audit Empanelment "Big Issue"?

IMP. Issue: According to new guidelines, the societies are classified under A, B, C categories and the qualification & experience of auditors to audit these class of societies is also mentioned under different categories. And minimum experience of audit of "coop. societies" required for CA is 3 years for lowest "C" category. The 3 years "coop audit" experience is essential condition and without that, empanelment is not possible. Now the big "issue" is how the new member / new CA will eligible to get empaneled in absence of 3 years coop. audit experience? This anomaly needs to be removed and suitable representation shall be made to coop. department.
